Fix USER_DELETE success parsing and Hikvision FaceImage upload multipart

Confirm deletes on HTTP 2xx + statusCode=1 + OK/ok (skip fallback after success); machine-scoped pending deletes; rebuild FaceDataRecord multipart with FaceImage (not img) and richer upload diagnostics.
